Person-to-person UPI stays free. Merchant payments up to ₹2,000, and small merchants receiving up to ₹1 lakh a month by UPI QR, stay at zero MDR. AutoPay mandates carry no prescribed MDR, and merchants may not pass MDR on to customers.

Small and low-ticket businesses keep free UPI; no business may add a UPI surcharge at checkout.
